"Are Edge Restraints Necessary For Paving Stones?"

Yes, for driveways they are absolutely necessary. Precast or
poured concrete curbs or specially manufactured metal or
plastic edge restraints will keep the pavers locked in tight.
Vehicle tires exert a lot of force onto the paving surface. When
the pavers drift and spread out, gaps are created which will
allow water to penetrate and weaken the base. It is the
beginning of the deterioration of the whole structure. Also, there is more likelihood of a weed problem developing.
Non-traffic areas such as patios and sidewalks should have edge
restraints, but it is not as critical as it is for driveways.
